Can you make a custom background on steam?

You can’t upload your own images as backgrounds but only use those provided by steam if you own them.

How do you get backgrounds for Steam games?

Click Steam on the All Games drop-down menu. Select the Profile Background option. Click the Any menu and choose Search. Select a game wallpaper to purchase.
