Starfield Delivering Devils is the third UC Vanguard faction mission, where you have to decide how to proceed with the objective of finding Dr. Percival Walker.
Since there has been a rise in Terrormorphs in newer settlements, it is your responsibility to undertake the Delivering Devils mission and transport the sample to Percival Walker in Starfield.
Nonetheless, finding Percival is challenging, and you will face numerous obstacles upon your arrival on Mars.
That’s because the doctor has an unresolved debt with Mars’ Trade Authority. You can choose to clear the debt yourself, modify it, and pay it off, or eliminate the local Spacer Leader and complete some research that will completely cover his debt.

How to Start the Starfield Delivering Devils Faction Mission
The Delivering Devils mission in Starfield becomes available only after you’ve completed the previous UC Vanguard faction missions: Supra Et Ultra and Grunt Work.
After you return to Commander Tuala and inform him about the Terrormorph situation at the end of the Grunt Work mission, you will automatically start the Delivering Devils and Deep Cover missions.
Your first mission objective is to ask about Dr. Percival Walker at the Trade Authority in Cydonia on Mars.
How To Ask About Percival at the Trade Authority in Delivering Devils Mission
After you land on Mars, go through the tunnel and enter the Cydonia – Central Hub through the metal door. Go down the ramp and enter the Trade Authority, the first room on the right side.
Talk to Oktai Enbayar about Dr. Percival Walker, even though he has almost no information about where Dr. Percival might be. At least he will point you in the right direction.
So, Oktai Enbayar will suggest paying a visit to a bar named “The Sixth Circle” on the lowest level of the Cydonia, where you’ll find a group of miners who might know the actual location of Dr. Percival.
