Dennis was born on May 17, 1936, in Dodge City, Kansas, to parents James Millard Hopper and Marjorie Mae Davis. Their ancestors are of English, Irish, Scottish, Welsh, and American descent. David Hopper and Marvin Hopper are his two siblings. Hopper and his family relocated to San Diego when he was 13 years old, where his mother worked as a lifeguard instructor and his father, James, worked as a postmaster. During World War II, James worked for the Office of Strategic Services, which was the forerunner to the Central Intelligence Agency.
