Boros can defeat Garou by using the Meteoric Burst Cannon as it has the power to annihilate an entire planet.

Can Garou beat Boros?

garou has MUCH more brute strength and raw power than boros. garou was able to hold his own against saitama's two handed consecutive punches, and only took minimal damage. whereas boros got literally liquefied and was completely helpless against one handed consecutive punches.

Who can defeat Garou?

6 CAN BEAT: GOKU

Goku can also use "destruction" to erase anything from existence. While using the perfected Ultra Instinct, Goku's body reacts on its own which allows it to defend and counterattack on its own. Goku would absolutely demolish someone like Garou even without using Ultra Instinct.
