Yep; you can't reforge armour. You can reforge accessories, tools and weapons, but the armour stays the same.
Can you reforge Armour?
Reforging is a feature introduced in the 1.1 update, and can be used to modify most weapons and accessories. Vanity items, armor, and special tools such as the Grappling Hook are unable to be reforged.
What is the best reforge for armor?
The only Blacksmith reforges I recommend for armor are Fierce, Wise, and Pure.
