Can I remove TalkBack app?

Some apps cannot be uninstalled or disabled (the Settings app, for example). Some apps, as with TalkBack in the next screenshot, you can disable, but there is also the option to Uninstall updates, which will reset the app to its factory state, making it a bit more lightweight.
