Can you turn off a PC while its resetting?

Factory resetting deletes files but it also edits the operating system to it’s initial state. If you shut the pc down (I consider it a forced shut down as many operating systems doesn’t allow you to turn it off while in formatting) it might corrupt important files and force you to reinstall the OS.
