Ice can be used to create water either by its melting or being broken. If there is another block directly underneath the ice block, the ice reverts to water when broken.

What happens if you break ice in Minecraft?

When broken, ice blocks will turn into water source blocks. However, if it is in close proximity to other ice blocks, it will quickly freeze over again. Torches, Redstone, and other blocks cannot be placed on ice as it is a 'glass' type block.

Does packed ice turn into water when broken?

Packed ice can be obtained using any tool enchanted with Silk Touch, though a pickaxe is the fastest. Without Silk Touch, breaking it drops nothing. Unlike normal ice, it does not turn into water when mined without Silk Touch, but is simply lost.
