Yes, but use the tankier gangplank set-up while you are learning it is far, far more forgiving. Also in general it's what a lot of pros (especially Korean) tend to use because it's harder to punish in lane and it gets to mid-game more consistently.

Yes, he can. He is very strong atm, and nobody can play against him in low elo, and he can do massive dmg ulting mid/bot, while farming on top.
