Can you paint over lining paper? Yes, you can. In fact, it's an excellent approach to use for achieving the beautifully smooth finish of a newly-plastered wall without having to go through the process of replastering. Of course, it will never be as good but if you can hide the seams well, you'll be close.
When can you paint over lining paper?
Once the paper is dry you can paint over using any good emulsion. A Matt emulsion would be best as this does not reflect small imperfections under the paper.
How do you prepare lining paper for painting?
Make sure you cover all the lining paper completely with paste & evenly & fold it in on itself during the soaking period to help avoid the paste drying. Also make sure that you use a paperhanging brush to smooth out air bubbles when hanging the paper.
