Firstly, only (I think) Japanese destroyers ever carried torpedo reloads (and some cruisers as well). Reloading torpedo launchers was usually done after the shops retreated from battle temporarily. Often in battle logs and record, you see "X destroyer retreated to reload torpedoes."
