The U.S. Army Officer Evaluation Report measures an officer’s ability to lead by example. It assesses an officer’s work ethic, mentorship ability, physical fitness level, job competencies and character. The OER helps decide if your subordinate officers advance to higher ranks.
How often do you get an OER army?
Annual Report: This is quite perhaps the most common type of OER. After you have been in a duty position for 12 months, you would receive an annual report. You should always check it to make sure it is accurate.
Where can I see OER army?
Soldiers can view their Army Military Human Resource Record (AHMRR) through iPERMS. Soldiers do not need to complete a DD Form 2875 to request access. Soldiers can proceed directly to the iPERMS website.
Can a warrant officer be a senior rater?
Correct, Warrant Officers are not authorized to senior rate.

What is OER support form?
In the Army, all Commissioned Officers receive Officer Evaluation Reports; also known as OERs, the Officer Evaluation Report is used to assess performance and determine the potential for promotion, and for positions of increased responsibility.

Is an OER required for retirement?
(1) All Soldiers will receive an OER or NCOER within 12 months before the first day of transition leave. Retirement OERs or NCOERs of less than 1 calendar year are optional. These reports will be rendered at the option of the rater, senior rater, or when requested by the rated Soldier (see para 3–44c).
What happens when an Ncoer is late?
The late submission and any procedural violation allows you to appeal the NCOER siting specific issues. If it has been 14 months and there is no documentation to support their comments you could argue they could not reasonably rate your performance during this time-frame as too much time has passed.
What is an extended annual OER?
Mandatory extended annual is 12 months rated time and includes non-rated time with the from date greater than 12 months prior. Optional is if rated Soldier is scheduled to depart within 90 days after annual is due. Rated time can not exceed 16 months. Recommend reading AR 623-3 where it is all laid out very clearly.
How do I lock my Ncoer?
A1. For NCOER’s, the Rater can lock and unlock his box check via EES as long as the evaluation has not been signed and the evaluation is in “Draft” or “Returned (with deduct profile)” status. If the NCOER has been signed, the signatures must be removed before the lock can be removed.
