The late submission and any procedural violation allows you to appeal the NCOER siting specific issues. If it has been 14 months and there is no documentation to support their comments you could argue they could not reasonably rate your performance during this time-frame as too much time has passed.
Is an OER required for retirement?
Retirement OERs or NCOERs of less than 1 calendar year are optional. These reports will be rendered at the option of the rater, senior rater, or when requested by the rated Soldier (see para 3–44c).

Corporals and specialists are both under the E-4 paygrade; that means a corporal, despite being considered a junior NCO and having more responsibilities, makes the same pay as a specialist.
