The California Department of Motor Vehicles (DMV) issues Clean Air Vehicle (CAV) decals that allow vehicles meeting specified emissions standards single occupancy use of High Occupancy Vehicle (HOV or carpool) lanes. Can I get a CAV decal for a used car?
