Is Scratch 2.0 still available?
Scratch 2.0 relied on Adobe Flash for the online version, and Adobe AIR for the offline editor. These have fallen out of favor, and Adobe has dropped support for them at the end of 2020.

How do you play Scratch 2.0 on your phone?
While it isn’t terribly practical, it does work. For those on android: After connecting your device, move the apk into the “Downloads” folder of your device. After that, go to google play and install this. Then just run the app you got from google play and find the thing that says “Scratch 2.0” and install it.
