Currently, Quickdraw provides a +100 to the Handling stat and is intended to provide faster weapon swap speeds.

Does Quickdraw max handling Destiny 2?

Quickdraw gives you the equivalent benefits of 100 handling stat (for ready, stow, and ADS). Once you have quickdraw on a weapon, no amount of handling stat negative or positive will have an effect.
