Also question is, can a non force user wield a lightsaber?
Non-Force Users can indeed use a lightsaber. Han Solo did it, but didn't fight with it. In a non-canon story Boba Fett did however. You can't really beat a Jedi with one unless you are Force Sensitive or otherwise enhanced.
can anyone use the force? The short answer here is yes, non-Jedis can, and do, use the Force. When Obi-Wan Kenobi first introduces Luke to the Force in Episode IV, he describes the Force as "an energy field created by all living things." The Force, then, is always present, whether Jedi are there or not.
Additionally, why do only force users use lightsabers?
The reason that they don't use electrostaffs, is because lightsabers connected to the force, and therefore become extensions of the user's own body. Also, there is the fact that seeing as only Jedi use them, just lighting the weapon can cause the opponent to turn and run.
Who is the only non Jedi Sith character to use a lightsaber in the original trilogy?
