In 1987, in response to a host of consumer complaints and state and federal reports criticizing nursing home quality, Congress passed Omnibus Budget Reconciliation Act of 1987, (OBRA-87).
When was OBRA founded?
One of the most well-known provisions of the OBRAs is the revision of the federal standards for nursing home care in the 1987 OBRA. This Act established minimum standards of care and rights for people living in nursing home facilities.
