You can become an AGR recruiter as an E4 with no leadership time with BLC complete. And yes, that comes with all the downsides that it implies. In the AGR system, your career progression is all on you and the positions you apply for and the offers you accept or decline.

What rank do you have to be to be a Army recruiter?

Hold the rank of specialist, corporal, sergeant, staff sergeant or sergeant first class. Have passed the U.S. Army physical fitness test within the past six months. Have served less than nine years of active federal service as a sergeant, 15 years as a staff sergeant and 16 years as a sergeant first class.
