Background. Regulation 47 of the Navigable Waters Regulations 1958 (WA) requires the person in charge of a vessel with a motor that exceeds 6 hp (4.5 kW) in power to hold a Recreational Skipper's Ticket (RST).
Who needs a skipper's ticket?
A person in charge of a recreational vessel with a motor greater than 6hp (4.5 kilowatts) is required to hold a Recreational Skippers Ticket.
What size boat requires a skipper's license?
Skippers of pleasure vessels being sailing vessels of 9 metres and more in overall length, or power driven vessels of more than 15 HP, require a Small Vessel Certificate of Competence in accordance with the regulations.
