Soft plastic surfaces sometimes become sticky as they age. An example can be the handle of hairdryers, old pens, mice etc. Soap has no effect on this sticky film, and often it is the reason stuff is thrown out. Before giving up on these items try to wipe them down with isopropyl (rubbing) alcohol.

Why does rubberized coating get sticky?

There are two reasons your rubber can get sticky. Either you have spilled something on it, or the rubber itself is breaking down. Sticky substances spilled on rubber are relatively easy to clean off.

How do you remove sticky residue?

Wet a paper towel or clean rag with rubbing alcohol, and rub the residue to lift it off. For stubborn stickers, lay an alcohol-soaked rag on the area, and let it sit for several minutes to soften the residue. Use the rag to rub off what's left behind.
