You'll be able to Masterwork weapons and armor with these, and they're very much worth collecting because of it. To open a Solstice Package, you need to spend 15 Key Fragments.

The Solstice of Heroes event offers armour that needs to be powered up through a series of activities - increasing its level to max power, and giving you an armour set which can upgraded to the power cap up until 2022's Solstice event.

Should you save Solstice packages?

Only spent Key Fragments for the “Open Solstice Packages” portion of the blue armor objective. You'll want to save them until you can unbox Solstice Armor from Packages, which happens once you get to Magnificent quality armor.
