Six EU member states, all who have declared their non-alignment with military alliances, are not NATO members: Austria, Cyprus, Finland, Ireland, Malta, and Sweden. Additionally, Switzerland, which is surrounded by the EU, has also maintained their neutrality by remaining a non-EU-member.
Why didnt Austria join NATO?
Austria is bound to neutrality by the 1955 Austrian State Treaty and its constitution, which prohibits entry into military alliances and the establishment of foreign military bases on Austrian territory. Austrian neutrality is actually an enforced neutrality.
Was Austria part of the Warsaw Pact?
It came into force on 27 July and on 25 October the country was free of occupying troops. The next day, Austria's parliament enacted a Declaration of Neutrality, whereby Austria would never join a military alliance such as NATO or the Warsaw Pact, or allow foreign troops be based within Austria.
