the game is terrifying, overall. it's a large combination of jump scares, running and hiding, not having a weapon, and also psychologically scary. you never know what is going to happen next, which keeps you and your brain on edge. great game highly recommend playing the first outlast prior to the second one though.
Why Outlast is the scariest game ever?
The game masterfully lays out jump scares and grotesque images. You never get the feeling that you're not being chased. It's so creaky and dilapidated that even though it's been years since I played the thing, I still remember that feeling. I don't know if it's the powerlessness I felt that really made it stand out.
