yes. its not that hard, you just need to have an excellent tune, and with a high flow cat, you'll pass. Did not know they were so strict about emissions there. You could just hollow out a stock cat or cheapy ebay one... as long as it passes the visual inspection cause you appear to have one on the car.

You should be fine. Even if you go catless you will be ok. If you have MHD it will suppress codes i.e not check engine light.
