Can carpet be lifted and relaid?
You can pull carpet up off the tacking strip to do some work. It depends on how much of the carpet you're going to pull up. Carpet is stretched over tack strips using a kick stretcher or a power stretcher so if you pull the WHOLE carpet it you risk losing that stretch.
Can carpet be pulled up and put back down?
You'll either have to use a carpet kicker, or hire a professional, to re-stretch the carpet and fit it back into place. Pulling your carpet up yourself is only worth it if you are pulling a small area of carpet up, as this can be done quite easily without causing damage.
